Warning signs

• Multiple people edit separate copies
• Important formulas or macros are understood by one person
• Data is re-entered from another system
• Permissions and audit history are weak
• The file is slow, fragile or difficult to validate
• Managers need views that require manual preparation
• The workflow is commercially important enough to justify support

Do not replace it automatically

A spreadsheet can still be the correct tool. The first decision is whether the risk, time or opportunity justifies a different system—not whether custom software is technically possible.
